            Non-government organizations (NGOs) were now banned from having access to pork barrel funds, as the House of Representatives made a decision that it (pork barrel) would rather distribute among state agencies.
           
According to Eastern Samar Rep. Ben Evardone, there would be no NGO participation because of the pork barrel scam. The total amount of Priority Development Assistance Fund (PDAF) would be distributed among executive agencies that will have the control and discretion over the funds. Presumably, the Department of Health (DOH) for medical assistance, Commission on Higher Education (CHED) for college scholarship, and Department of Public Works and Highways (DPWH) for select infrastructure projects.
           
However the rendered decisions are all designed to reduce or eliminate opportunities for corruption. The reforms on pork barrel fund system will be transparent.
           
It all rooted from the anomalous transactions involving the congressional pork barrel, of alleged mastermind Janet Lim Napoles. The P10B pork barrel allocations of certain lawmakers were misused by the fraud NGOs, identified with Napoles. As a result, legitimate NGOs are strongly affected on the issue.
           
Meanwhile, Napoles is now on her sixth day of detention, not for pork barrel but for serious illegal detention case filed by the Department of Justice (DOJ) based on the complaints of Benhur Luy as her victim, at Fort Sto. Domingo in Laguna, where she was transferred from Makati City Jail, following her controversial surrender to President Benigno Aquino III last August 28 at Malacañang Palace.
